The Utah State Bar Access to Justice Commission works to improve access to justice for the people of Utah. While access to justice has been addressed in Utah since the mid-1990’s, the Access to Justice Coordinating Committee formally became the Access to Justice Commission in 2019 following approval from the Utah State Bar Commission. The Access to Justice Commission is a policy-driving group tasked with increasing awareness, researching issues, strategizing, promoting, and doing outreach to create change.

The Utah Access to Justice Commission joins the many members of Utah’s legal community in expressing its gratitude to Justice Diana Hagen for her fine service to the people of Utah and to the administration of justice in our state. Justice Hagen leaves a lasting legacy of public service, expertise and devotion to the development of Utah law.
Over nearly nine years on Utah’s appellate bench — first on the Utah Court of Appeals and then on the Utah Supreme Court — Justice Hagen brought rigor, thoughtfulness, and respect for the rule of law to every matter before her. Prior to taking the bench, she dedicated more than two decades of her career to public service in the United States Attorney’s Office for the District of Utah, including serving as Appellate Chief and later as First Assistant United States Attorney. Throughout her career, Justice Hagen exemplified professionalism, fairness, and commitment to justice.
Justice Hagen has been a tireless leader within Utah’s legal community, serving in leadership roles with numerous bar and professional organizations and investing deeply in the development of future lawyers through her teaching and mentorship at the S.J. Quinney College of Law. Her dedication to service also reached beyond the legal profession through years of volunteer leadership and community engagement.
The Utah Access to Justice Commission is especially grateful for Justice Hagen’s enduring commitment to a legal system that is fair, accessible, and worthy of public trust. Her leadership with the Legal Services Innovation Committee will benefit Utahns across the state in closing the justice gap. Her example has inspired lawyers, judges, law students, and community members across Utah.
Her enthusiasm for the practice of law and love for the Utah courts will be difficult to replicate. We extend our sincere thanks to Justice Hagen for her years of distinguished service and for the countless ways she has strengthened Utah’s justice system and legal community. We wish her and her family peace, fulfillment, and all the best in the next chapter ahead.

The 7th Annual Access to Justice Summit, hosted on October 3, 2025, at the Utah Law & Justice Center, brought together 115 participants from various sectors of the legal community and beyond. This year’s Summit aimed to explore innovative solutions for ensuring access to justice, particularly for underserved communities. It also offered a platform for meaningful discussions on fairness, accountability, and the evolving role of technology in the legal landscape.
