The Weber County government seeks applications from individuals interested in serving as an administrative law judge (ALJ) to hear employment appeals.

Duties: Upon referral from the Weber County Career Service Council, the ALJ would hear and adjudicate appeals not resolved at lower levels in the cases of Weber County career service employees suspended, transferred, demoted, or dismissed, as well as in the cases of other employment grievances not resolved by lower level grievance procedures.

Qualifications: Each applicant shall be a member in good standing of the Utah State Bar. Each applicant shall be trained and experienced in personnel matters. Prior ALJ experience, and experience or familiarity with governmental merit employment systems, especially at the county level in Utah, are desirable but not required. Current Weber County employees and other individuals with a conflict of interest will not be appointed.

Estimated workload: Historically, appeals to the Career Service Council have been rare. Most years, there have not been any. However, there is obviously no way to predict the future workload.

Compensation: Weber County will compensate the ALJ for time spent in preparing for the hearing, conducting the hearing, and issuing a decision, along with all necessary activities associated with those phases of the appeal. However, the County will not compensate the ALJ for travel time or mileage.

No employment contract: No employment contract, express or implied, will be created by the appointment of an ALJ. However, the ALJ, as an independent contractor, will be required to sign a contract containing the terms of the appointment. The County or the ALJ may terminate the appointment at any time, with 30 days’ notice, for any reason or no reason.
