The Rule of Law in Other Countries

Hon. J. Clifford Wallace – Senior Circuit Court Judge and Chief Judge Emeritus, 9th Circuit Court of Appeals

MATERIALS>>

Hon WallaceHon. J. Clifford Wallace graduated from San Diego State University with honors and distinction and from the School of Law, University of California at Berkeley. He was admitted to the practice of law in 1955, specializing in the
trial of civil matters.

In October of 1970 Judge Wallace was sworn in as United States District Judge for the Southern District of California. In July of 1972 he was elevated to the United States Court of Appeals for the Ninth Circuit where he served as Chief Judge from February 1991 to March 1996 and took senior status April 1996.

Judge Wallace was assigned by the U.S. Chief Justice to prepare a study on the
future of the judiciary and to make appropriate recommendations. He also served as Senior Advisor – Legal Systems and Judicial Administration to The Asia Foundation. He is the author of forty-two professional articles and has lectured and taught courses in judicial administration in the United States and internationally.

Judge Wallace has received a number of honorary degrees and prestigious national recognition such as the Devitt Award, given annually for Distinguished Service to Justice. He is a Guest scholar at the Woodrow Wilson International Center for Scholars and has consulted with nearly sixty judiciaries worldwide. Judge Wallace conceptualized the Conference of Chief Justices of Asia and the Pacific and has served since as a resource person and presenter to the Pacific Judicial Conference and Pacific Judicial Council Conference
(U.S. Territories and former Trust Territories in the Pacific).

Prof. Thomas D. Morgan – George Washington University Law School

Prof. Thomas D. Morgan, George Washington University Law School, teaches antitrust law and professional responsibility. An author of articles and widely-used casebooks in both subjects, he also writes about administrative law, economic regulation, and legal education. A lecturer and consultant to law firms on questions of professional ethics and lawyer malpractice, Professor Morgan was selected by the American Law Institute as one of three professors to prepare its new Restatement of the Law Governing Lawyers, and by the American Bar Association as one of three professors to draft revisions to its Model Rules of Professional Conduct. Professor Morgan has been dean of the Emory University School of Law, a professor at the University of Illinois and Brigham Young
University, a visiting professor at Cornell, and a visiting scholar at Oxford. In 1990, he served as president of the Association of American Law Schools.

JackMarshallJack Marshall is the president and founder of ProEthics, Ltd., and the primary writer
and editor of the ethics commentary blog, Ethics Alarms (www.ethicsalarms.com). He has taken the experience gleaned from a diverse career in law, public policy, academia and theater and applied it to the field of legal, business, accounting and organizational ethics. Leading ProEthics, he has developed more than 120 programs for bar associations, law firms, Fortune 500 companies, and non-profit organizations, and has presented programs nationally from Alaska to Florida, and internationally from Mongolia to Nigeria.

A member of the Massachusetts and D.C. Bars, Marshall is a graduate of Harvard College and Georgetown University Law Center. He is also an award-winning stage director, and is the founder and artistic director of The American Century Theater, a professional company dedicated to producing classic American plays. He lives in Alexandria, Virginia with his wife and business partner, Grace Marshall, their son Grant, and their Jack Russell Terrier, Rugby. Like many who are interested in the nature of good, evil, justice, and chaos, Marshall is a lifetime fan of the Boston Red Sox.
