Michael M. Quealy, Parsons Behle & Latimer

Michael M. QuealyMichael M. Quealy practices in the Environmental, Energy and Natural Resources department. His practice concentrates primarily in the area of water law. He is involved in governmental permitting and licensing of water projects, the appropriation and transfer of water and due diligence analysis and adjudication of water rights. Michael has participated in complex interstate water compact negotiations, including federal reserved water rights claims for Indian reservations and national parks. He has also participated in negotiation and litigation regarding navigable waters and sovereign lands. Michael has served on several legislative task forces advocating water rights legislation and governmental rulemaking.

Michael began his law practice in 1974 in the areas of water and natural resource law. In 1979, he joined the Natural Resources Division of the Utah Attorney General's Office, and served as chief of the division from 1988 to 2002, supervising and coordinating legal representation of the Utah Department of Natural Resources. While employed by the State, he represented various natural resource agencies, including the Division of Water Rights, Division of Water Resources, Division of State Lands and Forestry and Division of Wildlife Resources. He also represented Utah's Interstate Streams Commissioner on issues relating to the Colorado and Bear rivers and the State in areas of Indian law. Michael represented the State in the negotiation of the Zion National Park and Shivwits Indian water rights settlements and the Ute Indian water compact. He also has extensive experience in state administrative law.

Mr. Quealy served as a member of the Conference of Western Attorneys General Litigation Action Committee and chaired the Committee in 1992 and 1993. He was a member of the legal committee of the Upper Colorado River Commission from 1988 to 2002. Michael maintains Martindale-Hubbell's highest rating, an AV.
